The authors argue that important choices about the organisation of health care systems and the role of government in the provision of health care depend upon citizen demand for health services as well as the efficacy of the services in promoting the well-being of citizens. This paper estimates the element affecting the choice among diffirent kinds and intensities of medical treatment in response to illness or injury.
