The paper considers some of the reasons for a remarkable reduction in strikes in Tanzania. It describes the phenomenon and the Tanzanian economy, then argues that a two-fold policy of restricting collective barganing while at the same time giving workers more rights such as job security and industrial democracy had transformed industrial relations in Tanzania. It also considers two 'safety valves' which probably helped make the system of pay restraint acceptable.
