The authors argue that Africa, afflicted with undeveloped agriculture and a lack of industrial prowess is not yet ready to launch an economic "take-off" like that of Japan and the newly industrialized countries of East and southern Asia. They also argue that the Asian experience shows that industrialization is an evolutionary process and African countries should begin by strengthening their agricultural base and their labour intensive, small-scale industries that utilize local raw materials.
