This paper presents the findings of an investigation into the Panchayati Raj programme in the Indian state of West Bengal. The investigation examines the extent to which the state government has been successful in pursuing the programme's aims of increasing political participation in local government institutions and in introducing a decentralised system of development planning in the agrarian sector based on institutions specifically directed at improving the socio-economic conditon of the rural poor.
