The paper attempts to suggest that the structure of Zambia's political economy has a built-in tendency to generate crises from within and to stimulate others from abroad and that policy reforms are aimed merely at improvements in financial balances. The price structure will not succeed in bringing about economic transformation due to inherent rigidities.
