Evaluates the effects of policies on agricultural performance over time in six poor developing countries, i.e. Mali and Burkina Faso in the Sahelian region of West Africa, Kenya and Tanzania in East Africa; and Nepal and Sri Lanka in Asia. The authors emphasise the danger of squeezing agriculture too heavily in development, while pointing to the possibilities of using agriculture as "an engine of growth".
