The theme of this chapter is the pressing need for the development of soundly-based and appropriate urban and regional planning systems that seek explicitly to identify and act upon the perceptions and aspirations of individuals. It is concluded that despite the possible snares and pitfalls involved in encouraging greater participatory democracy in Third World urban planning practices, its promotion stands as a vital objective.
