The main theses are that industry has been encouraged in relation to agriculture, and that although there are arguments for giving special encouragement to industry , the encouragement could be provided in forms which would not as present policies do discourage exports, promote efficiency and create a less unequal distortion of income and higher levels of employment in bolt industry and trade.
