A governance approach to civil service reform in Sub-Saharan Africa.

It argues that the direction of improvement lies in the improved governance, a broader approach to civil service reform. Improved governance would begin with an assessment of the institutional environment(with empahsis on the key governance elements of accountability, rule of law, openness and transparency) which determines the patrimonial profile of the country: high when all of these factors are absent, low when they are present.
