This paper presents an overview of the various issues that are frequently arising during the development of housing finance systems. The housing finance problem is defined here as the need to reconcile the three partially conflicting objectives of affordability for households, viability for financial institutions and resource mobilization for the expansion of the sector and of the natural economy.
