The author contends that given the magnitude and complexity of human settlements problems in the developing countries, of which shelter is only a part, only institutions of this nature can garantee that human settlements issues are not ignored in the formulation of development plans and policies that government's will undertake and long term commitment to human settlements policies and programmes.
