The paper looks at how poverty can be alleviated. It suggests a high rate of return growth in rural areas responsive to modern agricultural technology, poverty reduction in low potential rural areas and foreign assistance, poverty reduction and environmental protection, intergration of food aid and other feeding programmes, to increase human capial and addition of foreign assistance.
