This paper discusses the Sub-Saharan Africa external debt problem. It points to some mistakes that led to the problem such as excessive responses to favourable but probably temporary terms of trade shifts, inflexible public expenditure programs, investments directed primary by availability of external financing and delays in macroeconomic adjustment supported by non concessionary financing.
