Central planning and state ownership are the primary means of achieving Marx's goal of abolishing capitalism's exploitation of workers in traditional centrally planners of economies (CEF). The paper recognises that the reforming socialist economies (RSEs) do it in typical traditional CPEs but argues that the mechanism generating that phonomen is fundamentally different from that functiong in CPEs.
