Hitherto, the 'employment problem' in developing countries has mostly been interpreted as the problem of low earnings and low productivity among the employed population. This paper is a review of new and more recent evidence on the problem and conclueds that the problem of unemployment is a more important part of the overall problem than generally thought, and that the unemployed have been unduly neglected by researchers and policy makers.
