Summary: This Declaration is a statement of principles, goals and commitments which Heads of State adopted at the summit. Although most of the substantive issues in the Declaration were agreed upon at the last ended preparatory meeting, negotiations are yet to be concluded on a number of areas especially those pertaining to the resource mobilisation and collection in the various sections of the Declaration.
