Summary: This working paper report reviews the research areas of interest for the public and private sectors. It identifies gaps in national research capabilities and on this basis proceeds to identify corrective measures. Opportunities for regional and inter-regional cooperation in research are also examined. The report concludes with a framework for enhancing developing country research capabilities through cooperation.
